One way that web sites rise to high levels of importance in Search Engines is thanks to having many links in context which people are actually using.
Another way is because people have submitted some web sites to the search engines to make sure their robots occasionally visit the web sites to see what has been added ... tracing links to meaningful pages. By meaningful pages, we mean useful text that is more than link farms.
