Major Internet Service Providers (ISPs) often make it possible for people to open discussion groups on most any topic, supported by advertisers on the web pages of the discussion archives. When there is no moderator, these groups also attract a lot of spam. Some groups are listed as being moderated, but the groups can continue after the moderator has left the group.
